Armour Road to close during $9.5M rebuild

Work will begin in July and continue into the fall

Armour Road is expected to close between Hunter Street East and Parkhill Road, starting in July and ending in fall, for a $9.5-million reconstruction and resurfacing job.

Access to local properties will be maintained during construction, according to a new city staff report that councillors will review at a committee meeting Monday.

The plan is to rebuild the section of Armour Road between Hunter Street East and Clifton Street in East City.

The work will include new pedestrian signals at Douro Street, new storm and sanitary sewers and new water mains.

There will also be new street lights, street trees and stormwater management infrastructure.

City staff recommends council hire GIP Paving of Bowmanville to do the work.

The city had received bids from three firms in a competitive process that ended April 27; the other two firms were from Oakville and from Pickering, and both bid higher than did GIP Paving.

The project is tentatively planned to start in July, states the report, and it could be “substantially completed by fall 2023” (with surface asphalt and landscaping to follow in the spring and summer of 2024).

The total cost — net of HST rebate — is expected to be $9,499,869.93, according to the report. The city already had $6,950,000 set aside for the project.

A further $1,550,000 is expected from Peterborough Utilities Group to replace a water main along that stretch of Armour Road during construction, the report states.

However that leaves the project $1 million short; the recommendation is that council precommits that sum in the 2024 budget.

Since Armour Road will be closed from Hunter Street East to Parkhill Road this summer, the city staff report recommends some detours:

■ The southbound detour on Armour Road will be Parkhill Road to George Street, to Hunter Street, to Armour Road.

■ The northbound detour on Armour Road will be Hunter Street to Water Street to Parkhill Road to Armour Road.

Armour Road won’t be accessible via McFarlane Street.

The detour route for Ashburnham Drive southbound traffic will be Hunter Street to Water Street to Parkhill Road to Armour Road.

The detour route for Ashburnham Drive northbound traffic will be Maria Street to Burnham Street to Hunter Street to Water Street to Parkhill Road to Armour Road.
